Summary: This paper deals with analysis of the development bank institution, as an instrument of the public expenditures policy. Institutional concepts serving as basis for the national and regional development banks in individual countries of the South East Europe are being analysed. In addition, a brief analysis is being offered of the Draft Law on the Development Bank of Serbia. In a comparative analysis, a conclusion may be drawn that Serbia is planning, through the Development Bank, to secure yet another instrument for the budgetary deficit spending.
